Bali Visa for Russian Citizens: Entry Rules in 2026

Visa on arrival counter at a Bali airport

Russian citizens always need a visa for Bali. Indonesia doesn't offer visa-free entry to Russian passport holders — that exemption is reserved for ASEAN member states. The good news is the visa itself is straightforward: get it on arrival at the airport, or apply online in advance. Still picking dates and a budget? Start with our Bali overview, which covers seasons and prices.

Do Russians need a visa for Bali

Yes. Indonesia grants visa-free entry only to citizens of ASEAN countries, and Russia isn't one of them. For a tourist trip to Bali, Russian citizens can get a Visa on Arrival (VOA) or its online equivalent, the e-VOA, which you apply for in advance through the official portal. Both give you the same validity and cost the same — the only difference is where and when you pay. For a full breakdown of the island, beaches and areas, see our guide "Bali for Russian travellers: complete guide".

VOA vs e-VOA: what's the difference

The VOA is issued right at Ngurah Rai Airport on Bali: after landing, you queue at the visa-on-arrival counter, pay the fee and get a visa sticker in your passport. It's quick if your flight lands outside peak hours, though the counter queue can take a while.

The e-VOA is the same visa type, applied for in advance on the official portal evisa.imigrasi.go.id, run by Indonesia's Directorate General of Immigration. You upload a photo and passport scan, pay online, and at the border simply show the QR code you already have — no separate payment counter needed.

One payment quirk worth knowing: international card networks on Russian bank cards currently don't work at most foreign payment gateways, including the official e-VOA portal. Check the current payment method before you travel — some travellers use a card issued by a different bank for the e-VOA, or pay cash for the VOA at the airport instead.

How much it costs and how long it lasts

As of October 2026, the indicative fee for the visa and its extension is the same — IDR 500,000. In August 2026, Indonesia's immigration authority proposed raising it to IDR 750,000 for the e-VOA and IDR 1,000,000 for the visa on arrival, but as of mid-October 2026 the official portal hadn't updated its published price yet. Check the current fee on evisa.imigrasi.go.id before you travel.

Bali visa for Russian citizens: validity and cost

Visa typeValidityCost (indicative, Oct 2026)Where to apply
VOA (on arrival)30 days~IDR 500,000Ngurah Rai Airport
e-VOA (online)30 days~IDR 500,000evisa.imigrasi.go.id
VOA/e-VOA extension+30 days~IDR 500,000Bali immigration office or online

Both visa types give you 30 days from entry. To avoid landing in the middle of the rainy season, see "Bali: when to go and where exactly".

How to extend your Bali visa

If 30 days isn't enough, you can extend the visa once without leaving the country. Apply before your current period expires — either at a Bali immigration office or through the online extension service. The extension adds another 30 days, and that's the limit: a VOA/e-VOA can't be extended a second time. In total, you can stay in Indonesia on this visa for up to 60 consecutive days.

For longer stays or other purposes — work, study — you need a different visa type, applied for in advance through an Indonesian consulate; a VOA or e-VOA won't cover that.

All Indonesia: the mandatory digital declaration

Since 1 October 2025, every international entry point in Indonesia, including Ngurah Rai Airport on Bali, requires the single digital arrival card called All Indonesia. It combines three declarations that used to be filed separately — immigration, customs and health.

Fill it in for free on the official portal allindonesia.imigrasi.go.id or in the mobile app, no earlier than 72 hours before you land. You'll get a QR code to show at the arrival check. There's no skipping this step — you can't clear passport control at the airport without the declaration.

What documents you need

To get the visa and enter Bali, you need the usual set: a passport valid for at least 6 months from your entry date; a return or onward ticket within your visa's validity; and a hotel booking or address where you'll be staying on the island. These requirements follow directly from the visa-on-arrival conditions — without a return ticket, the counter staff may refuse to issue the visa.

It's worth sorting accommodation out in advance rather than on arrival — for how to read ratings without getting a nicer photo than reality, see "Bali hotels without overpaying".

Common mistakes and overstay fines

The most common mistake is leaving the extension to the last possible day, or assuming you can extend a second time when that's no longer an option. The second most common: trying to pay the e-VOA directly with a Russian bank card and only discovering the problem — and scrambling for an alternative payment method — right before the trip.

Overstaying your visa or visa-free period triggers a fine charged for every day of overstay. Neither evisa.imigrasi.go.id nor allindonesia.imigrasi.go.id publishes a fixed fine amount — confirm the current rate with Indonesian immigration on arrival or departure. A lengthy overstay can lead to deportation and a temporary re-entry ban, so it's worth filing the extension early rather than leaving it to the last day.
